Interpretation: SGO records do not identify the CPUC passenger-service program. The numerator can include Waymo testing or other operations that the denominator excludes. Reporting lags, alleged severity, and changes to SGO rules affect counts; these are descriptive proxies, not a comparable fleet safety rate. Serious/fatal is the highest alleged severity per crash, not the number of injured people. Report ID updates are reduced to the latest version; records sharing NHTSA’s Same Incident ID count once within Waymo’s reports. Airbag and injury information is self-reported and may change with later updates.

CPUC reporting lets us separate the miles and time between passenger trips. Period 1 covers the interval after a drop-off and before the next trip is accepted; Period 2 covers travel to the next pickup. Together, they show how much Waymo activity occurs without a passenger aboard.
